TOPLESS BARS Anthony Nieto, 10692 Kern, Garden Grove, <br /> addressed the Council, requesting that <br /> something be done to get rid of the topless <br /> bars in the City. It was explained to Mr. Nieto that the City is preempted by the <br /> State in these matters also; that the City Attorney is currently preparing a report <br /> for Council on zoning for beer bars to see if the City can't regulate to keep them <br /> a specific distance from residential and school zones; but that the Judiciary <br /> has protected the activities in which these people are engaged and have ruled <br /> such conduct permissible under the First Amendment to the Constitution. <br /> <br />A DJOURNMEN T <br /> <br />Councilman Evans, <br /> <br /> At 9:40 P.M., there being no further <br /> business to come before the City Council, <br /> the meeting was adjourned, on motion of <br />seconded by Councilman Patterson and unanimously carried. <br /> <br />Florence I.
