One of the <br />questions is why was this area picked out of the ten picked in <br />California. There is such a thing as a standard statistical man- <br />power area. It is determined by population, incidence of poverty, <br />concentration of minority and unemployment factors. In this statistical <br />area of Anaheim, Santa Ana and Garden Grove, Santa Ana has the <br />greatest incidence of poverty. That is one reason why Santa Aha was <br />chosen. <br /> <br />Reference was made to the Federal Government. I think we should have <br />clear in our minds that the Federal Government is our:government- it <br />isn't a foreign power.
