NS-1028 ORDINANCE NS-1028 OF THE CITY COUNCIL <br />SPECIAL ELECTION OF THE CITY OF SANTA ANA, CALIFORNIA, <br /> ORDERING, CALLING, PROVIDING FOR AND <br />GIVING NOTICE OF A SPECIAL ELECTION TO BE HELD IN SAID CITY ON NOVEMBER <br />3, 1970, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF <br />SAID CITY CHARTER AMENDMENTS RELATING TO MEETINGS OF THE PERSONNEL <br />BOARD, PRE-REQUISITES TO APPLICATION FOR EMPLOYMENT WITH THE CITY <br />OF SANTA ANA, AND COMPENSATION FOR CITY COUNCILMEN AND FOR THE <br />MAYOR, AND CONSOLIDATING SAID ELECTION WITH THE STATEWIDE GENERAL <br />ELECTION TO BE HELD ON SAID DATE was passed to second reading, on motion <br />of Councilman Patterson, seconded by Councilman Villa, on the following roll call <br />vote: <br /> <br />AYES: Patterson, Villa, Yamamoto, Griset <br />NOES: Herrin, Evans, Markel <br />ABSENT: None <br /> <br />Preceding the motion, the Council discussed the proposed Charter Amendments. <br /> <br />Councilman Markel stated that in his opinion the Charter was in need of some <br />revisions; that on several occasions he had asked the Council Chai~ter Committee <br />for consideration in submitting some propositions; that a citizens' committee <br />should have been appointed to evaluate and suggest revisions to the Charter that <br />would benefit the City; and that he was not in favor of the proposed Charter Amendmen <br />set forth in Ordinance NS-1028.
