<br />. <br /> <br />all dwelling units and businesses in the preliminary Area of Impact, as well as any <br />neighborhood associations whose boundaries include some or all of the preliminary <br />Area of Impact. <br /> <br />9. City Staff and the Neighborhood Traffic Committee shall present the proposed <br />neighborhood traffic plan at a neighborhood meeting, and may revise the plan <br />based on comments received. <br /> <br />10. Thereafter, City staff shall submit the proposed Neighborhood Traffic Management <br />Plan to ETAC for review and approval, conditional approval or denial. <br /> <br />11. ETAC may direct City staff to conduct an advisory poll of the proposed Area of <br />Impact. Unless otherwise determined by ETAC, the poll shall be conducted both <br />before and after temporary installation of the proposed Neighborhood Traffic <br />Management Plan. The advisory poll form(s) shall be mailed to the occupants of <br />each dwelling unit and business in the Area of Impact, and shall be returned to the <br />City by a predetermined date in order to be considered. <br /> <br />12. The results of the advisory poll shall be presented to ET AC, who shall consider the <br />poll results, along with Staff recommendation to determine whether to recommend <br />to the Neighborhood Traffic Management Plan to the City Council. <br /> <br />. <br /> <br />13. The ETAC recommendation on the Neighborhood Traffic Management Plan shall <br />be submitted to the City Council to determine whether to temporarily implement the <br />plan. <br /> <br />14.lf the City Council preliminarily approves the Neighborhood Traffic Management <br />Plan, City staff shall implement the plan on a trial basis of up to six months so as to <br />provide data on the effect and impacts of the proposed traffic plan on the Area of <br />Impact and other areas of the community. <br /> <br />15. City staff, including Police and Fire departments, shall study the results of the trial <br />period to determine the effectiveness of the plan, prepare all necessary studies to <br />comply with the California Environmental Quality Act (CEQA) utilizing traffic data <br />from the temporary installations, and conduct a second advisory poll (if applicable). <br /> <br />16. City Staff shall submit its analysis and recommendations, along with any poll <br />results, to ETAC to determine whether to recommend to the City Council to finally <br />implement the Neighborhood Traffic Management Plan. <br /> <br />. <br /> <br />17. City Staff shall forward the ET AC recommendation, and supporting information to <br />the City Council. The City Council shall consider such information and approve, <br />conditionally approve or disapprove permanent installation of the proposed traffic <br />plan.
