MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COU~NCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />October 5, 1970 <br /> <br />The meeting was called to order at 2:00 P, M. , in the Council Chambers of the <br />City Hall Annex, 500 West Sixth Street, with the following Councilmen present: <br />Wade Herrin, J, Ogden Markel, Jerry M. Patterson, Ray Villa, Harry K. <br />Yamamoto, and Mayor Lorin Griset. Councilman Vernon S. Evans was <br />absent, but arrived shortly. Also present were City Manager Carl J. <br />Thornton, City Attorney William L. Mock, Director of Public Works Ronald <br />Wolford, Director of Planning Herbert Wieland, and Clerk of the Council <br />]Florence I. Malone. <br /> <br />MIN UTES On motion of Councilman Villa, <br /> seconded by Councilman Patterson and <br /> unanimously carried, the Minutes of <br />the Regular Meeting of September 21, 1970 were approved as submitted. <br /> <br />Councilman Evans arrived at the Council meeting. <br /> <br />EXECUTIVE SESSION At 2:02 P.M. , the City Council <br /> adjourned to Executive Session for <br /> approximately I5 minutes. The <br />Council reconvened at 3:25 P. M. , with all Councilmen present. <br /> <br />COMMUNITY IMPROVEMENT Ruben Alvarez, Il01 West Walnut, <br />COMMITTEE REQUESTS Chairman of Community Improvement <br /> Committee, presented a petition <br />conlaining approximately 58 signatures of area residents requesting that a <br />residence at 1109 West Walnut be torn down for health and safety reasons <br />and that the City purchase the property for a mini-park. Mr. Alvarez <br />explained that he had talked to Councilman Villa and to the City Manager <br />and his staff regarding the matter. <br /> <br />The City Manager reported thai Mr. Alvarez had been informed that it would <br />take court action for the City to demolish the building and that the building <br />was not dilapidated enough for staff to recommend demolishing. He also <br />stated that it was the owner's stated intent to tear the building down within <br />60 days and replace it with multiple units and that he was not planning on <br />selling the property. The City Manager explained that development of <br />mini-parks is not a general program of the City; that there were some <br />temporary mini-parks in the City, but that it was impossible to develop <br />one on a single lot. He further explained that staff was undertaking a <br />study of placement of playground equipment in the westerly portion of the <br />grounds between First and Wainut Streets next to Flower and that a <br />schedule is being worked out for this. <br /> <br />Mr. Alvarez also asked Council if an adult crossing guard could be installed <br />at the intersection of First and Flower Streets, a signalized intersection, for <br />McKinley School, explaining that the traffic has increased and there are <br />presently four double sessions ag the school. <br /> <br />On motion of Councilman Patterson, seconded by Councilman Herrin and <br />unanimously carried, the request for a crossing guard was referred to staff <br />for a check to see if the intersection of First and Flower Streets meets the <br />warrants for an adult crossing guard. <br /> <br />CITY COUNCIL <br /> <br />-283- <br /> <br />October 5, 1970 <br /> <br /> <br />
