All <br />American Ashpalt did not submit any Disadvantaged Business Enterprise <br />(DBE) information as required by the bidding documents and therefore, <br />its bid is considered non-responsive. The lowest responsive bid of <br />$2,995,282.72 was submitted by Sequel Contractors, Inc., which is above <br />the Engineer's estimate of $2,500,000. Staff recommends rejection of all <br />bids in order to consider design alternatives to meet the available <br />budget.
