CITY COUNCIL MEETING DATE:

~
~

CLERK OF COUNCIL USE ONLY:

REQUEST FOR .;
COUNCIL ACTION

JULY 19, 2004
TITLE:

AGREEMENT FOR ANTI-VIRUS
SOFTWARE

APPROVED

D As Recommended
D As Amended
D Ordinance on 1't Reading
D Ordinance on 2nd Reading
D Implementing Resolution
D Set Public Hearing For

.,~/ f2¿#a

CITY MANAGER

CONTINUED TO

FILE NUMBER

RECOMMENDED ACTION

Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to execute an agreement with ASAP Software for
anti-virus software for a four year period in an amount not to exceed
$45,000.

DISCUSSION

Trend Micro, Inc.'s has developed an "anti-virus product" which detects,
removes and combats computer viruses that can infect a microcomputer's
software, documents, or data. Since 1997, the City has licensed this
antivirus software and support. That agreement is expiring. The City would
like to enter into a new agreement with ASAP Software to continue to
receive Trend Micro's anti-virus product license as well as technical
support and services.

The County of San Joaquin conducted a competitive bidding process in order
to purchase a number of anti-virus software packages. They did this on
behalf of the membership of the California County Information Systems
Directors Association (CCISDA), which represents 43 counties, and the
Municipal Information Systems Association of California (MISAC), which has
over 150 member organizations (including the City of Santa Ana). Because
the County was able to include CCISDA and MISAC in negotiating the
contract, they were able to secure volume price discounts for all of the
members of CCISDA and MISAC. The volume pricing discounts secured by the
county far exceeds any prices that the City of Santa Ana could command for
its limited quantity of 2,000 licenses.

The Information Services Division recommends that the City enter into an
agreement with ASAP Software pursuant to the terms and conditions of the
anti-virus agreement between the County of San Joaquin and ASAP Software
to renew the City's existing licenses for anti-virus software and services
developed by Trend Micro, Inc. The renewal under this arrangement would be
for a term of four years with a single up front payment in an amount not
to exceed $45,000.

25A-1
