<br />population to drop below self-sustaining levels, threaten <br />to eliminate a plant or animal community, reduce the number <br />or restrict the range of a rare or endangered plant or <br />animal or eliminate important examples of the major periods <br />of California history or prehistory. <br /> <br />No Impact <br /> <br />The proposed general plan element amendments would establish <br />goals, objectives and policies to provide for the conservation <br />of watersheds and associated natural resources and to adverse <br />minimize water quality impacts in the City. Approval of the <br />proposed general plan element amendments would not result in the <br />development of land uses or result in activities that would <br />adversely impact sensitive wildlife and plant species or <br />sensitive cultural resources. <br /> <br />B. <br /> <br />Does the project have impacts that are individually limited <br />but cumulatively considerable? <br /> <br />No Impact <br /> <br />Approval of the proposed general plan element amendments would <br />not result in any individually limited adverse impacts to the <br />environment and therefore would not result in any cumulative <br />impacts to the environment as well. <br /> <br />c. <br /> <br />Does the project have environmental effects, which will <br />cause substantial adverse effects on human beings either <br />directly or indirectly? <br /> <br />No Impact <br /> <br />The proposed general plan element amendments would establish <br />goals, objectives and policies to provide for the conservation <br />of watersheds and associated natural resources and to minimize <br />water quality impacts in the City. Approval of the proposed <br />amendments would not result in substantial adverse effects to <br />human beings. <br /> <br />XVIII DETERMINATION <br /> <br />Based upon the evidence in light of the whole record documented <br />in the above environmental evaluation and cited references, I <br />find that the proposed project could not have a significant <br />effect on the environment and a Negative Declaration has been <br />prepared. <br /> <br />23 <br /> <br />P7~t1~30 <br />
