<br />objectives and policies have been proposed in the Public Safety <br />Element, Conservation Element, Open Space Element, Parks and <br />Recreation Element, Land Use Element, Circulation Element, <br />Public Facilities Element, and Seismic Safety Element. Exhibit 1 <br />reflects the existing, new and amended policies to the General <br />Plan Elements that address the concerns identified by the Santa <br />Ana Region permit for NPDES compliance. <br /> <br />ENVIRONMENTAL IMPACT ANALYSIS <br /> <br />The following is an environmental analysis on the proposed <br />General Plan Amendments based on the City of Santa Ana's CEQA <br />Environmental Checklist. The analysis incorporates by reference <br />information from the City of Santa Ana General Plan Land Use <br />Element EIR. For each environmental issue, the analysis <br />identifies the level of impact that would be anticipated to <br />occur from approval of the proposed General Plan Amendments. <br />Future development projects proposed under the amended General <br />plan Amendments would be subject to City reviews to determine <br />potential impacts to the environment as well as consistency with <br />the amended General Plan Elements. <br /> <br />I. <br /> <br />AESTHETICS <br /> <br />A. <br /> <br />Have a substantial adverse effect on a scenic vista? <br /> <br />B. <br /> <br />Damage scenic resources, including but not limited to <br />trees, rock outpourings and historic buildings within a <br />State highway? <br /> <br />c. <br /> <br />Substantially degrade the existing visual <br />quality of the site and its surroundings? <br /> <br />character <br /> <br />or <br /> <br />D. <br /> <br />Create a new source of substantial light or glare, which <br />would adversely affect day or nighttime views in the area? <br /> <br />No Impact <br /> <br />The City of Santa Ana Urban Design Element and Scenic Corridors <br />Element identifies and provides policies for the conservation of <br />aesthetic resources in the City of Santa Ana. Approval of the <br />proposed general plan element amendments would not result in <br />adverse impacts to any scenic vista or other aesthetic resources <br />in the City, in that the proposed amendments would establish <br />policies that provide for the conservation of aesthetic <br />resources, such as natural drainages, wetlands and riparian <br />corridors.
