PUBLIC HEARING <br />APPEAL 249, VA 70-67 - (Continued) <br /> <br />The Clerk reported that letters of protest to the Variance Application had been <br />filed by Harold T. Segerstrom, et al, 3315 Fairview Road, Costa Mesa, and <br />the Industrial Development Association of Greater Santa Ana, 1521 South <br />Grand Avenue; and that copies had been given to each Councilman. <br /> <br />Proponent, Mr. Hugh Foreman, Jr., 1329 West Sharon Road, stated that he <br />attends Calvary Chapel; that it is on triple services of about 600 people each; <br />that they need a larger church site; and that it has been impossible for them <br />to purchase a site in this vicinity. There were no other proponents or opponents <br />and the Mayor declared the hearing closed. <br /> <br />The City Manager explained that churches were included in a group of uses that <br />were specialized in that there was no specific zoning for them. He stated that <br />he was opposed to the use of this land for anything but M 1; and that it would be <br />to the best interest of the City to hold to the present lines of allocation for <br />industrial use. <br /> <br />It was moved by Councilman Herrin, seconded by Councilman Villa to overrule <br />the action of the Planning Commission and grant the appeal and to instruct the <br />City Attorney to prepare a resolution approving Variance Application 70-67, with <br />appropriate conditions. Prior to the vote on the motion, the City Attorney advised that <br />the application had been incorrectly prpcessed as a variance and that pursuant to <br />Sections 41~473 (13) and 41-365 of the Municipal Code, a Conditional Use Permit <br />Applicatlon should have been filed by the applicant. <br /> <br />The motion was approved on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Markel, Villa, Yamamoto, Griset <br />Evans, Patterson <br />None <br /> <br />PUBLIC HEAiKING The public hearing to consider the <br />APPEAL 250 - VA 70-63 appeal, filed by Lorraine B. Elam, <br /> from the Planning Commission's denial <br />of her Variance Application 70-63, to establish an automobile wrecking yard on <br />a lot in the iK 1 District at 5106 W. Hazard Avenue, was opened by the Mayor. <br /> <br />Proponents: <br /> <br />Mr. Rod Bethea, 13981 Sanders Place, <br />Mr. Everett Winters, 1632 Camille Place, <br />Mr. J.J. King, 2001 South Forest Avenue, <br />Mrs. Lorraine Elam, 5106 W. Hazard, <br />Miss Joy Conners <br /> <br />The proponents stated that the Variance was being requested in order to continue <br />to conduct an operation which is currently being performed on the property and <br />which has been there for approximately four years; that seats, radiators and gas <br />tanks are removed from wrecked or damaged cars but no welding or cutting is <br />involved; and that the cars are then placed on a larger truck and towed away <br />where they are reduced to scrap metal. <br /> <br />CITY COUNCIL -368- December 21, 1970 <br /> <br /> <br />
