<br />January 11, 1971
<br />
<br />The Adjourned Special Meeting was called to order at 8:25 A.M. , in the Mayor's
<br />Office, City Hall, 217 North Main Street, with the following Councilmen present:
<br />Wade Herrin, Vernon S. Evans, J. Ogden Markel, Jerry M. Patterson, Ray
<br />Villa, Harry K. Yamamoto, and Mayor Lorin Griset. Also present were City
<br />Manager Carl J. Thornton, City Attorney William L. Mock, Clerk of the Council
<br />Florence I. Malone, and representatives of the Press.
<br />
<br />Proper Notice of the Adjourned Special Meeting had been mailed and posted by the
<br />Clerk of the Council, with her affidavits of Notice and Posting on file. The Special
<br />Meeting, called by the Mayor, held on January 8, 1971, had been adjourned to this
<br />time and place by the City Council.
<br />
<br />Each Councilman expressed his opinion of the recommendation, dated January 6,
<br />1971, of the Blue Ribbon Bond Study Committee. Councilmen Yamamoto, Patterson,
<br />Villa, Evans and Mayor Griset supported the complete recommendation. Council~
<br />man Herrin stated that he was in favor of including all the items on the ballot but
<br />that he, personally, could only support and endorse Proposition A. Councilman
<br />Markel stated that he was in favor of putting all of the propositions on the ballot
<br />but that he, personally, could not support any of them with the exception of ·
<br />Proposition C, om a modi£ied basis ($Z00,000) and Proposition D, as proposed.

<br />Councilman Patterson's motion, seconded by Councilman Yamamoto, to place on
<br />the ballot for the Municipal Election, April 6, 1971, the bond propositions
<br />recommended in the Blue Ribbon Bond Study Committee report dated January 6,
<br />1971, and to instruct the City Attorney to prepare resolutions of public necessity
<br />and intent and an ordinance calling the election for the next Council Meeting,
<br />January 18, 1971, was approved on the following roll call vote:

<br />A citizens' committee meeting relative to the Bond Election was set for Thursday,
<br />January 21, 1971, at 7:30 1°. M., in the City Hall Annex, 500 West Sixth Street, on
<br />the unanimously approved motion of Councilman Patterson, seconded by Council-
<br />man Yamamoto. Invitations to attend the meeting are to be extended to all civic
<br />organizations and gropps.

<br />Mayor Griset requested the Blue Ribbon Bond Study Committee to appoint a
<br />chairman to preside over the Citizens' Bond Committee Meeting.
