FRANKLIN <br /> <br />INVOCATION <br /> <br />David Mitchell, Police Chaplain <br /> <br />PUBLIC HEARINGS <br /> <br />Agenda Item taken out of order. <br /> <br />Mayor Pro Tem Franklin noted that Council member Alvarez wished to <br />address the Council relative to Item 75E. He further noted that he would <br />not participate in the discussion or vote on this item to avoid the <br />appearance of a conflict since he had received contributions from the <br />applicant during his recent election campaign. Mayor Pro Tem Franklin left <br />the meeting and Council member Bist assumed the chair and recognized <br />Councilmember Alvarez. <br /> <br />Councilmember Alvarez informed the City Council that she had received <br />an opinion from the City Attorney prior to receipt of a campaign <br />contribution for a State office and prior to her previous vote on the matter <br />on March 15, 2004, and was given the advice that she could participate. <br /> <br />CITY COUNCIL MINUTES <br /> <br />197 <br /> <br />JULY 6, 2004 <br />
