<br />E. <br /> <br />F. <br /> <br />G. <br /> <br />Resolution No. 2004-020 <br />Page 2 of 73 <br /> <br />1. <br /> <br />Adopt additional mitigation measures in response to comments from <br />the Santa Ana Unified School District. <br /> <br />Adopt and ordinance approving Development Agreement No. 2004- <br />01. <br /> <br />Adopt a resolution approving Tentative Parcel Map No. 2004-02 <br />(County Map No. 2003-262) as conditioned. <br /> <br />On July 6, 2004, a second City Council meeting was scheduled and was <br />continued by the City Council to July 19, 2004. <br /> <br />On July 19, 2004, the aforesaid hearing was held and at that time the City <br />Council considered all testimony, written and oral. <br /> <br />Due to the size of the project and the impacts to the environment, an <br />Environmental Impact Report (EIR) was prepared for this project. <br /> <br />1. For over three years, the City has considered a project to build a <br />thirty-seven (37) story office building consisting of 518,003 square <br />feet of office area, 8,525 square feet of retail area, 18,596 square <br />feet of restaurant area and an eight (8) level parking structure on <br />Broadway. <br /> <br />On October 7, 1999, a Notice of Preparation was prepared, <br />submitted to interested persons, responsible and trustee agencies, <br />and filed with the County Recorder regarding this proposed project, <br />which was at that time described as a 44 story office building with <br />an adjacent parking structure. These structures would be built on a <br />site which is currently developed with a number of homes which <br />have been converted to a variety of older office/business uses, a <br />shoe repair shop, and an apartment building. Most of these uses <br />would have to be removed to make way for project improvements. <br /> <br />a. On February 12, 2001, a Recirculation of Notice of <br />Preparation was prepared, submitted to interested persons, <br />responsible and trustee agencies, and filed with the County <br />Recorder regarding this proposed project, which was at that <br />time described abandonment and closing of a segment of <br />Sycamore Street between Washington Street and 10th Street <br />to allow for construction of the proposed 8-level parking <br />structure, a reduction in the height of the office building from <br />44 stories to 38 stories, and the inclusion of helipad on the <br />roof of the office building. <br /> <br />A significant number of community meetings, public meetings and <br />public hearings have been subsequently held to consider this <br />proposed project. As a result of these community meetings and <br />public comments, three (3) alternatives to the proposed project <br />were developed and various impacts were identified to be studied. <br /> <br />2. <br /> <br />3. <br /> <br />2. <br /> <br />3. <br />
