<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />. <br /> <br />To provide an on-site parking structure that will serve the parking needed for the office <br />building as well as providing needed additional parking for the public in the surrounding <br />area. <br /> <br />. <br /> <br />To provide a project that contributes to the redevelopment and revitalization of the central <br />city by acting as a catalyst for future improvements that foster entertainment, cultural and <br />business activities and establish Santa Ana as a vibrant center of Orange County life. <br /> <br />. <br /> <br />To provide a substantial positive fiscal impact to the City which will contribute to the <br />maintenance and improvement of public services. <br /> <br />The City of Santa Ana Planning and Building Agency is the Lead Agency for the EIR, as defined <br />by the CEQA, Section 21067. The City of Santa Ana has determined that the EIR is required <br />pursuant to Section 15063 of the CEQA Guidelines to assess the potential impacts resulting from <br />approval of the One Broadway Plaza project and other discretionary actions necessary for its <br />implementation. This EIR is intended to serve as a program level EIR for the required General <br />Plan Amendment and changes to the Mid-Town Specific Plan and as a project EIR for the One <br />Broadway Plaza Site Plan approval and other related implementation actions. <br /> <br />To implement the project, the City and/or other public agencies may consider various actions, <br />permits and approvals. Other agencies may also consider the EIR in the review of project <br />permits or other actions, including but not limited to Caltrans (for the helipad). The potential <br />actions, permits and approvals for the proposed project are anticipated to include the following: <br /> <br />. <br /> <br />Approval of a Development Agreement to ensure the timely construction of the project, <br />ensure occupancy by credit tenants, clarify the various improvements to be provided and <br />to provide for the restoration and relocation of historic structures. <br /> <br />. <br /> <br />General Plan Amendment to establish the One Broadway Plaza Specific Development <br />District Center designation and as a Major Development Area in the Land Use Element and <br />establish a maximum Floor Area Ratio of2.9. <br /> <br />. <br /> <br />Amendment to Circulation Element to add Local Commercial Street classification. <br /> <br />. <br /> <br />An amendment to the Midtown Specific Plan to delete the project site from the Broadway <br />Corridor District. <br /> <br />. <br /> <br />Adoption of a One Broadway Plaza Specific Development District.
