<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />is provided in Appendix B in the EIR. <br /> <br />Findings and Facts in Support of Findings <br /> <br />Based on the findings of the ISs and public input provided in response to the NOPs, the Draft <br />EIR evaluated the following environmental issues: land use and relevant planning programs; <br />topography, soils and geology; hydrology and water quality; air quality; transportation; hazards <br />and hazardous materials; noise; population and housing; public services; utilities and service <br />systems; aesthetics and cultural resources. <br /> <br />3.2.3 <br /> <br />Draft EIR <br /> <br />3.2.2.1 Circulation of the Draft EIR <br /> <br />The City of Santa Ana circulated the Draft EIR for the proposed One Broadway Plaza Project for <br />public review between July 30, 2003 and September 12, 2003. The Responses to Comments <br />Report documents the public review and comment period for the Draft EIR. The Notice of <br />Completion and the Notice of Availability (NOA) for the Draft EIR are provided in Appendix A <br />of the Responses to Comments Report. The NOA was provided in a newspaper notice regarding <br />the availability of the Draft EIR and the scheduled neighborhood workshops and Planning <br />Commission public hearing as shown in Appendix A in the Responses to Comments Report. <br />The distribution list for the Draft EIR is provided in Appendix B. <br /> <br />The written comments received on the Draft EIR included letters, emails, comment cards from <br />the neighborhood meetings and written comments provided to the Planning Commission during <br />the public hearing. Verbal comments were also received at the Planning Commission public <br />hearing and are documented in a transcript of that hearing.
