<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />8 <br /> <br />4.1.5.3 Facts in Support of the Finding Related to Television Reception <br /> <br />For residential uses which do not have cable television, area television reception will be <br />impacted because the project will interfere with television transmission from area television <br />stations. It is anticipated that the proposed project win interfere with commercial and public <br />station television signals for those living south and east of the project site because these signals <br />are transmitted from hills in the Los Angeles northwest of the project site. This is an <br />unavoidable adverse impact of the project because 70 percent of Santa Ana residents rely on <br />television antennas to receive broadcast television signals. No mitigation for this impact is <br />proposed. <br /> <br />4.1.5.4 Level of Significance oflmpacts Related to Television Reception <br /> <br />The interference with television reception is an unavoidable adverse impact which cannot be <br />mitigated below a level of significance because mitigation is not possible. <br /> <br />4.1.6 Impacts Related to Aesthetics <br /> <br />4.1.6.1 Potentially Significant Adverse Impact Related to Aesthetics <br /> <br />As described in detail in Section 3.11 (Aesthetics) in the EIR, the One Broadway Plaza project <br />will result in adverse impacts in the areas of land use scale and shade, and shadow impact. <br /> <br />8 <br /> <br />4.1.6.2 Finding Related to Aesthetics <br /> <br />Specific economic, legal, social, technological or other considerations, including provision of <br />employment opportunities for highly trained workers, make infeasible the mitigation measures or <br />project alternatives identified in the Final EIR. <br /> <br />4.1.6.3 Facts in Support of the Finding Related to Aesthetics <br /> <br />The 37-story office tower would exceed the height, mass and scale of existing structures on and <br />near the site. The contrast in height, mass and scale of the parking structure and tower relative to <br />existing buildings on and near the site cannot be mitigated. The contrast would be a significant <br />adverse visual impact on the site and sUIT0unding area. <br /> <br />Residential uses in the areas north of Washington Avenue, east of Sycamore Street and west of <br />Broadway Street would be considered sensitive to additional amounts of shade because of the <br />use of the outdoor areas at these residences. Loss of sunlight would affect these uses during <br />winter and summer mornings and evenings. These areas will receive a half hour more of shade <br />as the shadow cast by the project office building and parking garage moves as the sun moves in <br />the sky.
