<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />4.3.14 Transportation and Traffic <br /> <br />Findings and Facts in Support of Findings <br /> <br />The proposed project will not conflict with adopted policies, plans or programs supporting <br />alternative transportation (e.g., bus turnouts, bicycle racks). <br /> <br />4.3.15 Utilities and Service Systems <br /> <br />The proposed project will not require or result in the construction of new water or wastewater <br />treatment facilities or expansion of existing facilities, the construction of which could cause <br />significant environmental effects. <br /> <br />Sufficient water supplies will be available to serve the project from existing entitlements and <br />resources, and no new or expanded entitlements will be needed. <br /> <br />The proposed project will result in a determination by the wastewater treatment provider which <br />serves or may serve the project that it has adequate capacity to serve the project's projected <br />demand in addition to the provider's existing commitments. <br /> <br />The proposed project will be served by a landfill with sufficient permitted capacity to <br />accommodate the project's solid waste disposal needs. <br /> <br />The proposed project will comply with federal, state and local statutes and regulations related to <br />solid waste. <br /> <br />5.0 <br /> <br />MITIGATION MONITORING PROGRAM <br /> <br />When making findings, CEQA requires that a lead agency must adopt a reporting or monitoring <br />program for the changes to the project that it has adopted or made a condition of project approval <br />in order to ensure compliance during project implementation. The MMP for the One Broadway <br />Plaza project, accompanying the Final EIR, is designed to serve this purpose for the mitigation <br />measures identified in the Final EIR. The MMP requires the City to monitor mitigation <br />measures designed to reduce or eliminate significant adverse project impacts, as well as those <br />mitigation measures designed to reduce environmental impacts that are less than significant. The <br />MMP includes all mitigation measures identified in the Final EIR and has been designed to <br />ensure compliance during implementation of the project. <br /> <br />The City finds that the impacts of the project have been mitigated to the extent feasible by the <br />mitigation measures identified in the Final EIR and the MMP. The City adopts the MMP for the <br />One Broadway Plaza project. The MMP designates responsibility and the anticipated timing for <br />the implementation of mitigation measures and conditions within the jurisdiction of the City of <br />Santa Ana. That MMP is hereby adopted and its implementation is made a condition of approval <br />of the One Broadway Plaza project. <br /> <br />The City approves and will implement all the mitigation measures in the Final EIR. <br /> <br />Resolution No. 2004-020 <br />Page 66 of 73 <br />
