<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />. <br /> <br />Provide an on site parking structure that will serve the parking needed for the office <br />building as well as providing needed additional parking for the public in the surrounding <br />area. <br /> <br />. <br /> <br />Contribute to the redevelopment and revitalization of the central city by acting as a <br />catalyst for future improvements that foster entertainment, cultural, dining and business <br />activities and establish Santa Ana as a vibrant center of Orange County life. <br /> <br />. <br /> <br />Provide a substantial positive fiscal impact to the City which will contribute to the <br />maintenance and improvement of public services and facilities. <br /> <br />2. <br /> <br />Approval of the project would bolster the economic and social health of the Santa Ana <br />Downtown area by aiding in the re-establishment of businesses in the project area by <br />stimulating and attracting private investment, thereby improving the City's economic health, <br />employment opportunities and the tax base. <br /> <br />3. <br /> <br />The project would guide development toward and urban environment preserving the <br />aesthetics and cultural qualities of the City and helping to make the area a source of pride to <br />people living and working in Santa Ana and for visitors to the City. <br /> <br />4. <br /> <br />Furthermore, there are no alternative sites in the City, as described in the Final EIR. <br />Therefore, there are no feasible alternative sites or mitigation measures that would reduce or <br />eliminate the significant unavoidable adverse impacts of the proposed project related to <br />short and long term air quality, surface transportation, aesthetics, cultural resources and <br />utilities. <br /> <br />For the reasons stated above, and based on substantial evidence in the record before it, the City <br />finds that the unavoidable adverse impacts of the One Broadway Plaza project related to short <br />and long term air quality, surface transportation, aesthetics, cultural resources and utilities are <br />acceptable and, furthermore, finds that the benefits of the project outweigh its unavoidable <br />adverse environmental impacts. <br /> <br />8.0 <br /> <br />RECORD OF PROCEEDINGS <br /> <br />Various documents and other materials constitute the record of proceedings on which the City of <br />Santa Ana bases its Findings and decisions contained herein. Most documents related to this <br />Final EIR are located at the City of Santa Ana, Planning and Building Department, 20 Civic <br />Center Plaza, Santa Ana, California, 92702. Some documents included in the record of <br />proceedings may also be located at the offices of consultants retained by the City for this project. <br /> <br />9.0 <br /> <br />SUMMARY <br /> <br />1. <br /> <br />Based on the foregoing Findings and the information contained in the record, the City of <br />Santa Ana has made one or more of the following findings with respect to each significant <br />adverse impact of the proposed project, as identified in the Final EIR: <br /> <br />Resolution No. 2004-020 <br />Page 72 of 73 <br />
