MINUTES OF THE SPECIAL MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />February 22, 1971 <br /> <br />The Special Meeting was called to order at 8:40 A.M., in the Mayor's Office, <br />City Hall, 217 North Main Street, with the following Councilmen present: <br />Wade Herrin, Vernon S. Evans, J. Ogden Markel, Jerry M. Patterson, Ray <br />Villa, Harry K. Yamamoto, and Mayor Lorin Griset. Also present were <br />City Manager Carl $~ Thornton, City Attorney William L. Mock, Clerk of <br />the Council Florence I. lvlalone, and representatives of the Press. <br /> <br />Proper notice of the Special Meeting had been mailed and posted by the Clerk <br />of the Council, with .Affidavits of Notice and Posting on file. The meeting <br />had been called by the Mayor to consider the matter of the proposed <br />incorporation of the City of Irvine, <br /> <br />PROPOSED INCORPORATION The City Attorney stated that <br />OF CITY OF IRVINE there is provision in the <br /> Government Code for opportunity <br />to petition the Local Agency Formation Commission for a change in the <br />boundaries approved for a proposed City. He then distributed two letters, <br />each dated February 2Z, 1971, which he had prepared for presentation to the <br />Orange County Local Agency Formation Commission at its meeting to be <br />held on February 24. One letter requested that the Commission reconsider <br />the matter of the proposed incorporation of the City of Irvine and that the <br />Commission set the matter for further hearing and, in conjunction therewith, <br />receive and consider a report setting forth the position of the City. The second <br />letter made application to the Commission for an amendment in the boundaries <br />approved for the proposed City of Irvine which would delete the 938-acre <br />parcel of land described in the Agreement dated May 20, 1963, between the City <br />and the Irvine Company, <br /> <br />It was moved by Councilman Evans, seconded by Councilman Patterson, and <br />unanimously carried to approve both letters for submittal to the Local Agency <br />Formation Conlrnission with copies to be forwarded to the Board of Supervisors. <br /> <br />It was moved by Councilman Patterson, seconded by Councilman Yamamoto and <br />unanimously carried, to authorize the City Attorney and Mayor tb initiate an <br />investigation of all legal remedies available to the City with respect to our south- <br />east boundaries and the proposed City of Irvine and specifically to include possible <br />litigation on the Irvine Company Agreement and the exclusion of evidence by the <br />Local Agency Formation Commission. <br /> <br />ADJOURNMENT The meeting was adjourned at <br /> 9:25 -A. M. , on motion of <br /> Councilman Patterson, seconded <br />by Councilman Evans and unanimously carried. <br /> <br />Florence I.
