MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />March 15, 1971 <br /> <br />The meeting was called to order at Z:00 P.M., in the Council Chambers of the <br />City Hall Annex, 500 West Sixth Street, with the following Councilmen present: <br />Wade Herrin, Vernon S. Evan#, J. Ogden Markel, Jerry M. Patterson, Ray <br />Villa, Harry If. Yamamoto, and Ma~or Lorin Griset. Also present were <br />Assistant City Manager Bruce Spragg, Acting City Attorney James A. Withers, <br />Director of Public Works Ronald Wolford, Director of Planning Herbert Wieland, <br />and Clerk of the Council Florence I. Malone. <br /> <br />MINUTES The Minutes of the Regular Meeting <br /> of March 1, 1971 and the Adjourned <br /> l~egular Meeting of March 4, 1971 <br />were approved as submitted, on motion of Councilman Villa, seconded by Council- <br />man Patterson, and unanimously carried. <br /> <br />EXECUTIVE SESSION At 2:05 P.M., the meeting was <br /> adjourned to an Executive Session <br /> to consider two appointments to the <br />Hi*man Relations Commission, and to hear the report of Attorney Robert <br />Flandrick on the incorporation of the City of Irvine. The meeting reconvened <br />at 3:35 P.M,, with all Council members present. <br /> <br />The Mayor announced that the Council had agreed on two appointments to the <br />Human Relations Cornrnission, one to replace Mr. Herman Kelly who resigned, <br />and the other to replace Mr. James Nash whose untimely death resulted in a <br />vacancy on the Commission; and that the names of the prospective members would <br />be announced after they had been contacted and had accepted the appointTnents. <br />The Mayor also reported that there will be a necessity for the City Council <br />to appoint one member to the County Human Relations Commission and called <br />for any suggestions for consideration by the CoUncil. <br /> <br />CITY OF IRVINE The Council talked in Executive <br />INCORPORATION Session with the City Attorney and <br /> Mr, Robert Flandrick~ an attorney <br />expert in municipal legal matters, whom the City has hired for advice in regard <br />to the Agreement with the Irvine Company. The opinion was that the 1963 Agree- <br />ment between the City of Santa Ama and the Irvine Company is a valid and legal <br />Agreement and is binding on both parties. <br /> <br />On motion of Councilman Patterson, seconded by Councilman Evans and unanimously <br />carried, the Mayor was authorized to draft, and the City Council to sign, a letter <br />to the Irvine Company making formal demand upon them that they protest the <br />annexation before the Orange County Board of Supervisors under the terms of the <br />1963 Agreement. <br /> <br />CITY COUNCIL -86- March 15, 1971 <br /> <br /> <br />
