<br />in favor o£ Item B-9, the study of new ways to consolidate government services
<br />which can be more effectively performed on a county-wide basis, carried on a

<br />Recommendation in favor of Item C-10, elimination of special districts and the
<br />establishment of subsidiary districts, carried unanimously, on motion of
<br />Councilman Patterson, seconded by Councilman Villa.

<br />investigation, consideration, and if appropriate, consolidation of functions among
<br />cities, such as cooperative joint powers agencies (Item B~ll), carried on the

<br />prominent role in the initiation of action to dissolve or consolidate unnecessary
<br />special districts, carried on a 5 - 2 vote, Councilmen Evans and Yamamoto voting
<br />NO.

<br />Councilman Herrin's motion, seconded by Councilman Yamamoto, to support
<br />Assemblyman John Briggs in introducing legislation calling for a vote of the
<br />people on either dissolution of the Orange County Harbor District or expansion
<br />to include the functions of regional parks and beaches, carried on the following
