LEASED HOUSING PROGRAM - (Continued) <br /> <br />Father John Coffield, 541 Eo Central, spoke in favor of the Leased <br />Housing Program on behalf of the Delhi community, stating that <br />studies made throughout the country show that a few people can <br />withstand the disadvantages of poor housing, but that many are <br />deteriorated by bad housing. <br /> <br />Mr. John Broadnax, 1630 W. Walnut, stated that too much emphasis <br />is placed on material values rather than human values~ <br /> <br />Clarence Jackson, President of the NAACP of Orange County, <br />that he did not understand the necessity to refer the matter to <br />staff in view of the thorough report from the Human Relations <br />Commis s ion. <br /> <br />stated <br /> <br />Mr. Carl Schwartz, 702 Mabury, President, Mabury Homeowners' <br />Association, spoke in favor of the Leased Housing Program, He <br />stated that he had studied the proposal thoroughly and in his opinion <br />it is the most worthwhile expedient and fiscally sound way to get out <br />of the dilemma with regard to housing; that this program accentuates <br />private enterprise; that it is valuable from the standpoint of the land- <br />owner, the elderly, and the minority/racial groups; that it is sound <br />in terms of tremendous tax and fiscal pressures on the City government; <br />and that it is upgrading private housing without taking it off the tax <br />rolls~ <br /> <br />Councilman Patterson's motion, seconded by Councilman Villa, to <br />instruct the City Attorney to prepare a Resolution establishing a <br />Section 23 Leased Housing Program for the City of Santa Ana, requesting <br />a staff report on the administration of subject program, and setting <br />a public hearing at the time the report is submitted to Council, was <br />carried on the following roll call vote: <br /> <br />AYES: Patterson, Villa, <br />NOES: None <br />ABSENT: None <br /> <br />Herrin, Griset, Yamamoto, Evans, Markel <br /> <br />RECESS <br /> <br />all Council members presento <br /> <br />At 11:45 P.
