<br />.APpeal No. 2004-02 <br />August 2, 2004 <br />Page 3 <br /> <br />The Joe Lowell House was built in 1924, it qualifies for listing on the <br />Santa Ana Register of Historical Properties as a building with <br />distinguishing characteristics of the Mission/Spanish Colonial Revival <br />and Pueblo Revival architectural style and for its association with Joe <br />Lowell. Mr. Lowell was instrumental in the development of Washington <br />Square. This structure is also eligible to be placed within the Key <br />category for its distinctive architectural style and quality. <br /> <br />In summary, over three months prior to any action by the Historic <br />Resources Commission, City staff began the outreach process to the <br />Washington Square Neighborhood and specifically to the property owners of <br />the structures that were eligible to be placed on the Santa Ana Register <br />of Historical Properties. During the two meetings held for the <br />neighborhood, the Washington Square residents expressed their support and <br />interest in the City's historic preservation efforts.
