NOMINATION FOR PRESIDENT On motion of Councilman Villa, <br />OF ORANGE COUNTY LEAGUE seconded by Councilman Yamamoto, <br />OF CITIES and unanimously carried, Council <br /> declared its intention to back the <br />candidacy of Councilman Jerry M. Patterson for the Presidency of the Orange <br />County League of Cities, and authorize him to represent the Council in the <br />nominating of others who might be qualified for the position of Vice <br />President, <br /> <br />SANTA ANA TRANSIT STUDY <br /> <br />The Mayor requested an oral <br />report from Councilman Evans, <br />Chairman of the Bus Study Committee. <br /> <br />Councilman Evans stated that the Committee was organized to cooperate with <br />the Chamber of Commerce in preparing and distributing a questionnaire to <br />Santa Ana citizens concerning bus problems, and to request their response <br />and possible contributions in assisting the Committee to reach a decision. <br />The Santa Ana Newsletter was the method used to reach the public, and <br />provided the Committee with approximately 460 people who voiced their <br />approval and 53 dissenting votes. The Committee was also made aware of the <br />survey The Register initiated with results indicating 244 in favor of some <br />type of transit system and 249 voicing disapproval. He stated that Mr. Ben <br />Paschall, Manager of the Chamber of Commerce, contacted various members <br />of the County District Transit Committee in an attempt to get an indication <br />from them as to when the District might be formed, how it would operate, <br />and if they were in a position to indicate whether or not they might eventually <br />take over a transit system; that questions were, perhaps, premature as <br />answers obtained were vague; that the Chamber conducted its own survey and <br />has indicated its opposition to a continuing, city-operated bus system; however, <br />recommending that the City provide a system of some type for not more than <br />one year. <br /> <br />The Mayo~ read the results of the Chamber of Commerce survey and a <br />'letter dated July 27, 1971, from the American Transit Corporation ~hidh' <br />suggested that if the City adopted the recommendations contained in the <br />consultant's report and proceeded with an application for Federal Aid to <br />operate the bus system, the American Transit Corporation could be appointed <br />to administer the operation of the system from September 1, 1971 through <br />February 29, 1972 for the sum of $67,369, payable in advance monthly; that <br />the fare would be reduced from 35 cents to 25 cents and maximum headways <br />of 30 minutes on all five existing routes would be provided; that all revenues <br />derived from the operation of the transit system would be property of the <br />City and would be applied toward the City's payment. Revenues were estimated <br />to be $29, 635. <br /> <br />The Clerk read an addition to the petition contained in the agenda; the original <br />petition contained 91 signatures; the addition, 26.
