SANTA ANA TRANSIT STUDY - (Continued) <br /> <br />opposition was based on the cost of the system to the taxpayers; the <br />fact that there have been very few people who use the buses; that very <br />few cities are able to run a bus system without substantial loss; and <br />that this matter should be put to a vote of the people of Santa Ana. <br /> <br />Mrs. Harper presented a letter opposing a City-owned bus system which <br />the Clerk read. <br /> <br />The Mayor closed the public hearing. <br /> <br />RECESS <br /> <br />Council members present. <br /> <br />At 8:30 P.M., atenuminute <br />recess was declared. The meeting <br />reconvened at 8:40 P.M., with all <br /> <br />Councilman Patterson requested that the Voorhees proposal, showing the <br />seven alternatives, be displayed on the screen. He stated that he was <br />convinced that Santa Aha needs a transportation system with a higher level <br />of service than the current system. Councilman Evans stated that he was <br />in favor of the bus system; that he believed there was a definite need; but <br />would like to have a determination made on how it would be financed. <br />Councilmen Villa and Yamamoto spoke in favor of a City-owned system. <br />Councilman Herrin stated he is against the proposal because he is opposed <br />to Federal Aid; that any system would unde,abtedly ldse money; and that he does <br />not believe enough people have indicated a desire or need for the system. <br />Councilman Markel was opposed to a City-owned system, stating that low- <br />income people can receive Welfare payments of $6, 00 to cover transportation <br />needs; that a very small percentage of the people of Santa Ana use the buses. <br /> <br />Councilman Patterson's motion, seconded by Councilman Villa, that Alternate <br />Plan #2 of the Voorhees report be adopted by the Council, Plan 2 proposes <br />to operate over existing routes with 30 minute service and to add three new <br />routes with 30 minute service; to operate week-day service for 15 hours of the <br />day with reduced Saturday and Sunday service; and to purchase 9 new and 2 <br />old buses, carried on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Patterson, Villa, Griset, Yamamoto <br />Evans, Herrin, Markel <br />None <br /> <br />It was moved by Councilman Patterson and seconded by Councilman Villa, <br />that the existing level of the transportation system be maintained through <br />February 29, 1972, subject to staff negotiation with respect to the American <br />Transit Corporation's proposal in its letter dated July 27, 1971. Such <br />negotiation to be ratified by the Council at its next meeting.
