ORAL COMMUNICATIONS <br /> <br />SAMCO MEETING Councilman Herrin reported on <br /> the Supervisors and Mayors <br /> Committee meeting held <br />September 18, 1971 at the Western White House. He stated that there was <br />considerable discussion on the ~AFC controversy, but no progress was <br />made toward resolving the difficulties; that the Chairman of the Citizens <br />Direction Finding Committee, Roger Hartwell, reported on Public Housing; <br />and Mayor Smith of Orange presented a report on Intergovernmental Council <br />and Coordination Change Committee. Mr. Herrin requested the Clerk to <br />distribute copies of both reports to the Council. <br /> <br />CONFLICT OF INTEREST Councilman Markel stated that <br /> since John R. Schilling was <br /> appointed to the Santa Ana <br />Planning Commission he has been elected to the School Board, which he <br />believes could constitute a conflict of interest. Councilman Markel's <br />motion to remove John R. Schilling from the Santa Ana Planning Commission <br />due to a possible conflict of interest between his duties to that body and the <br />School Board, was seconded by Councilman Herrin. <br /> <br />Councilman Evans arrived at 2:25 P.M. <br /> <br />Councilman Villa asked that conflict of interest, as used in this case, be <br />defined. The Mayor suggested that it involved responsibilities of time rather <br />than financial interests. Councilman Markel stated that he felt it was possible <br />there might be conflict between the interests of the School Board and the City. <br /> <br />The Mayor stated he felt a closer relationship was needed between the two <br />levels of government and that Mr. Schilling's service on the School Board might <br />be beneficial to the City. Councilman Evans stated he had already requested <br />a report from the City Attorney concerning any possibility of conflict of interest <br />and would not be in favor of this motion until he has such a report in writing. <br />Councilman Herrin stated that as a member of the School Board, Mr. Schilling <br />is required to consider matters which will later come to the Planning Commission <br />for decision; that the City Charter ]~rovides that no Councilman may s~rve on any <br />other Board or Commission, and that the same law should apply to anyone serving <br />on another Board of major decision in the City. <br /> <br />The motion failed to carry on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Markel, Herrin <br />Villa, Evans, Griset, Yamamoto <br />Patterson <br /> <br />VACATION - CITY MANAGER The City Manager was authorized to <br /> take his vacation and be absent from <br /> the City during the month of October, <br />subsequent to the first Council meeting on October 4th, on motion of Councilman <br />Evans, seconded by Councilman Villa, and unanimously carried. <br /> <br />CITY COUNCIL <br /> <br />-313 - <br /> <br />September 20, 1971 <br /> <br /> <br />
