REQUEST FOR
COUNCIL ACTION

CITY COUNCIL MEETING DATE:
AUGUST 16, 2004

CLERK OF COUNCIL USE ONLY:

TITLE:

CONTRACT AMENDMENT FOR
POLICE MOTORCYCLE REPAIR
AND REPAIR PARTS
(SPEC. NO. 02-157)

APPROVED
0 As Recommended
0 As Amended
0 Ordinance on 1 st Reading
0 Ordinance on 2nd Reading
0 Implementing Resolution
0 Set Public Hearing For

/d2
(......,. ....' ./.... -~..
, ;/~///
, / ./ "

¡;. dte /U .v2----
CITY MANAGER

CONTINUED TO

tJ'

FILE NUMBER

RECOMMENDED ACTION.

Amend the contract with Seavco d/b/a Irv Seaver Motorcycles to increase
the two-year contract limit by $40,000 for motorcycle repair and repair
parts, for a contract amount through December 31, 2004, not to exceed
$100,000.

DISCUSSION

The Fleet Maintenance Division of the Finance and Management Services
Agency is responsible for the maintenance and repair of the Police
Department's 33 motorcycles. Service can range from normal preventive
maintenance of brakes, tires, and steering components, to repairs due
to accident damage. The motorcycles must be maintained in the highest
quality condition to meet federal, state, and local codes. The
contracts require that maintenance must be provided by factory trained,
certified technicians, for liability purposes.

On January 21, 2003, the City Council awarded repair contracts to BMW
of Hollywood, Seavco d/b/a Irv Seaver Motorcycles, and VIP Motorcycles,
Inc. for a two-year period, with provisions for two one-year renewals.
In March 2001 the Police Department instituted a program whereby
Kawasaki motorcycles would be replaced by BMWs at a rate of four to
eight per year. The current quantity has reached 19 BMWs and 14
Kawasakis. As a result, the contract for BMW parts and repairs has
increased in conjunction with the increase in BMW motorcycles and the
dollars spent on parts and repairs for the Kawasakis decreasing. The
recommended action will increase the two-year contract with Seavco
d/b/a Irv Seaver Motorcycles to more accurately reflect the maintenance
cost on the BMW motorcycles.

22D-1

cs. 383
