NO. 04-089) <br /> <br />V' <br />~ <br /> <br />{¿Lfj' I <br />,I /r I ./ <br /> <br />_I,' Jjt2- <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />1. <br /> <br />Rej ect the bid from LC Action Police Supply as <br />the specification. <br /> <br />nonresponsive to <br /> <br />2. <br /> <br />Award a contract for the purchase of S.W.A.T. equipment in the <br />amount of $7,478.93 to James Wright, the lowest responsive bidder, <br />with a trade-in credit of $7,650 for 106 weapons, for a difference <br />of $171.07 due to the City. <br /> <br />DISCUSSION <br /> <br />The Police Department's Special Weapons and Tactics (S.W.A.T.) team is <br />charged with the responsibility of resolving high-risk assignments. <br />On-call 24 hours per day, the variety of possible scenarios <br />necessitates various specialty equipment. The purchase of the S.W.A.T. <br />equipment includes a ballistic shield to provide an officer added <br />coverage and protection, shotguns, and weapon lights for the shotguns <br />to help illuminate potential suspects. <br /> <br />To offset costs, James Wright allows jurisdictions to offer trade-ins. <br />As such, the Police Department will trade in 106 confiscated weapons, <br />with the specific provision that they be sold only to sworn police <br />officers, governmental agencies, or law enforcement departments, and <br />not to the general public. <br /> <br />The notice inviting bids was advertised on June 30 and July 2, 2004 and <br />bids were solicited.
