Adopt a resolution authorizing the City Manager, Chief of Police and the Fire Chief to execute a grant award agreement with the State of California, Office of Emergency Services for the fiscal year 2004 Urban Areas Security Initiative (UASI) Grant funding program in the amount of $14,969,683. 2. Adopt a resolution amending the Fiscal Year 2004-2005 Annual Budget to add two positions in the Police Department funded by the 2004 UASI Grant program. 3 . Direct the City Attorney's Office to prepare and authorize the Chief of Police and the Clerk of the Council to enter into reimbursement agreements for equipment and/or services with the County of Orange, City of Anaheim and/or anyone of the Cities located in the designated Santa Ana Urban Area. 4, Approve an Appropriation Adjustment recognizing the UASI Grant funds in the amount of $14,969,683 and appropriate same in the 2004 UASI Program Grant expenditure accounts. DISCUSSION The United States Department of Homeland Security, Office of Domestic Preparedness has developed the Urban Areas Security Initiative Grant funding program (UASI). UASI provides funds to local emergency first responders to enhance security and overall preparedness to prevent, respond, and recover from acts of terrorism. The grant specifically provides funding for anti-terror equipment, planning, training, exercises, and technical assistance. The City of Santa Ana has been designated as an Urban Area Core City and has been awarded funding from the Department of Homeland Security UASI program in the amount of $14,969,683. WSA-1
