CITY MA AGER <br /> <br />AUGUST 16, 2004 <br /> <br />APPROVED <br /> <br />TITLE: <br />2004 URBAN AREAS SECURITY <br />INITIATIVE GRANT PROGRAM <br /> <br />0 As Recommended <br />0 As Amended <br />0 Ordinance on 151 Reading <br />0 Ordinance on 2nd Reading <br />0 Implementing Resolution <br />0 Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />1. <br /> <br />Adopt a resolution authorizing the City Manager, Chief of Police and <br />the Fire Chief to execute a grant award agreement with the State of <br />California, Office of Emergency Services for the fiscal year 2004 <br />Urban Areas Security Initiative (UASI) Grant funding program in the <br />amount of $14,969,683. <br /> <br />2. <br /> <br />Adopt a resolution amending the Fiscal Year 2004-2005 Annual Budget <br />to add two positions in the Police Department funded by the 2004 <br />UASI Grant program. <br /> <br />3 . <br /> <br />Direct the City Attorney's Office to prepare and authorize the Chief <br />of Police and the Clerk of the Council to enter into reimbursement <br />agreements for equipment and/or services with the County of Orange, <br />City of Anaheim and/or anyone of the Cities located in the <br />designated Santa Ana Urban Area. <br /> <br />4, <br /> <br />Approve an Appropriation Adjustment recognizing the UASI Grant funds <br />in the amount of $14,969,683 and appropriate same in the 2004 UASI <br />Program Grant expenditure accounts. <br /> <br />DISCUSSION <br /> <br />The United States Department of Homeland Security, Office of Domestic <br />Preparedness has developed the Urban Areas Security Initiative Grant <br />funding program (UASI). UASI provides funds to local emergency first <br />responders to enhance security and overall preparedness to prevent, <br />respond, and recover from acts of terrorism. The grant specifically <br />provides funding for anti-terror equipment, planning, training, exercises, <br />and technical assistance. The City of Santa Ana has been designated as an <br />Urban Area Core City and has been awarded funding from the Department of <br />Homeland Security UASI program in the amount of $14,969,683. <br /> <br />WSA-1 <br />
