MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL <br /> OF THE CITY OF SANTA ANA, CALIFORNIA <br /> <br />January 31, 1972 <br /> <br />The meeting was called to order at 7:05 P.M. in the Mayor's office, Room 303, City <br />Hall, 217 North Main Street, with the following Councilmen present: Ray Villa, Wade <br />Herrin, Harry K. Yamamoto, Jerry M. Patterson, J. Ogden Markel, and Mayor <br />Lorin Griset. Councilman Vernon S. Evans was absent. Also present were City <br />Manager Carl J. Thornton, Assistant City Manager Bruce Spragg, Director of <br />Personnel Donald Bott, and Clerk of the Council Florence I. Malone. A press repre - <br />sentative was also present. Evidence of proper notice of the meeting having been given <br />was on file with the Clerk. <br /> <br />COMPENSATION REQUESTS The City Manager read aloud his <br />POLICE AND FIRE DEPARTMENTS memorandum to the City Council dated <br /> January 31, 1972, regarding "Summary <br />of Fiscal Year 1971-72 Salary and Wage Recommendations for Council Consideration on <br />January 31, 1972." <br /> <br />Mr. Steven Silver, Attorney representing the Firemen's Association, stated that the <br />City Manager's report had accurately presented the positions of each side; that with <br />respect to the retirement request for 2% at 50 years of age, the Association agreed to <br />place the issue on the ballot and requests the Council to take the. necessary action to <br />do so. <br /> <br />Mr. Rodolfo Montejano, representing the PoIicemen's Association, stated that the <br />meetings with the staff had been productive, and that the association is basically in <br />agreement with the Manager's recommendations. He requested that the improved <br />medical plan be put into effect without delay; that the Council go on record that in the <br />future the pay scale for the Police Department will not be based on the average (50%) of <br />those cities surveyed because Santa Ana police and fire departments are above average; <br />that an 8% increase in monthly compensation is justified; that the 6% salary increase <br />which was authorized effective November 16, 1971, be made retroactive to September 1, <br />1971 through November 15, 1971, as soon as possible under Federal guidelines; that the <br />Council give serious consideration to all the requests made in his letter of January 17, <br />1972; that Council support items a~ b and c on page 4 of the Manager's report dated <br />January 31; and that Council give strong direction and guidelines to staff to op&rate <br />on good faith on all levels, under ail circumstances. <br /> <br />Councilman Patterson's motion to approve the City Manager's report of January 31, <br />1972 was seconded by Councilman Yamamoto. <br /> <br />The Mayor asked if it would be possible to vote on each recommendation in the <br />report. Councilman Patterson stated that he would object to separating the recom- <br />mendations because it would result in opening up negotiations with Council acting as <br />the negotiator rather than the City Manager. <br /> <br />EXECUTIVE SESSION At 7:55 P.M.
