Lowell, <br />BOUNDARIES asked what action the City is taking <br /> in connection with realignment of wards <br />conform to the new legislation. The City Manager stated that the wards must be <br />realigned according to population; that there are two alternatives -- (1) a special census <br />which would cost approximately $40, 000, or (2) to wait for the regular census of the <br />Federal Government and use their data,~ thai since the City does not have a local <br />election until next year, Staff had elected to await the information from the Federal <br />Government; that precincts must be conformed and cannot be split, and therefore, <br />block designations are needed. Councilman Patterson stated that he is in favor of <br />maximum compliance boundaries, which means major changes to make them equal; <br />and that he favors waiving the one-year ward residential requirement if the candidate <br />meets the two-year residency in the City. <br /> <br />RECESS At 5:30 P.M., the meeting was <br /> recessed to 7:30 P.M., at which <br /> time it was reconvened with all <br />Councilmen present. Following the Pledge of Allegiance to the Flag, the Invocation <br />was given by the Reverend James Stock of the First Christian Church. <br /> <br />The Mayor gave special recognition to the Civic CenterAuthority for their efforts on <br />behalf of the State Building, and presented Mr. Tom McMichael with a picture of the <br />groundbreaking. Mr~ McMichael paid tribute to all of the people involved in making <br />the State and Federal buildings a reality. <br /> <br />STREET VACATION <br />WARNER AVENUE EAST <br />OF BRISTOL <br /> <br />The Mayor opened the public hearing <br />on the proposed vacation of an alley, <br />south of Warner Avenue and east of <br />Bristol Street. <br /> <br />The Director of Public Works stated that this vacation involves an existing ten foot <br />right-of-way running parallel with Central Avenue, east of Bristol, connecting to an <br />existing 20 foot alley running south from Central to Hemlock; that the connection at <br />this point is not needed for public use, and that their recommendation is for abandonment. <br /> <br />The Assistant Clerk reported no written communications had been received in the matter. <br />There were no proponents or opponents, and the Mayor closed the public hearing. <br /> <br />RESOLUTION 72-11 ORDERING THE VACATION OF ALLEY SOUTH OF WARNER <br />AVENUE AND EAST OF BRISTOL STREET RESERVING EASEMENT FOR SOUTHERN <br />CALIFORNIA GAS COMPANY AND SOUTHERN CALIFORNIA EDISON COMPANY was <br />adoptec~ on motion of Councilman Evans, seconded by Councilman Herrin, and carried <br />on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Evans, Herrin, Villa, Griset, Yamamoto, Patterson, Markel <br />None <br />None <br /> <br />CITY COUNCIL -61- February 7, 1972 <br /> <br /> <br />
