AMBULANCE SERVICE - (Continued) <br /> <br />Prior to the vote on the motion, the City Manager stated that Morgan Ambulance <br />was not prepared legally or by equipment and trained manpower to answer the <br />demands placed upon them for rotation calls; that the Assistant to the City <br />Manager made the determination that the welfare of the conmmunity had to be <br />protected; that he had available to him a group of ambulances that were <br />licensed, insured, and available, and he, therefore, placed them on the <br />rotation list. <br /> <br />R EC ESS <br /> <br />Councilmen present. <br /> <br />At 4:25 P. Mo, a recess was <br />declared. The meeting reconvened <br />at 4:30 P.M. with the same <br /> <br />PLANNED RESIDENTIAL Councilman Patterson stated that <br />DEVELOPMENT ORDINANCE~ the Planned Residential Development <br /> ordinance was returned to the <br />Planning Commission with the suggestion that they hold public hearings on the <br />three changes recommended by staff; that no hearings were held and the ordinance <br />and the Statement of Policy of Private Street Standards have been returned to the <br />City Council unchanged, with the original recom3a%enda-tion of approval; and that it <br />was now necessary for Council to set the matter for public hearing. <br /> <br />Councilman Patterson's motion, seconded by Councilman Villa, to set the <br />Planned Residential Development ordinance and the Statement of Policy of <br />Private Street Standards for public hearing on March 20, 1972, was unanimously <br />carried. <br /> <br />MEMORIAL PARK Councilman Evans requested the <br />BALLPARK LIGHTING status of the installation of lights <br /> at Memorial Park° The Director <br />of Public Works stated the work is under way, and the lights should be ready in <br />time for the new baseball season. <br /> <br />COUNCIL PROCEDURE Councilman Evans stated that he <br /> believed Council meetings ~hould <br /> not extend beyond 11:30 P.M. and <br />that any agenda items remaining for consideration after that time should be <br />carried over to an adjourned meeting. In response to a question from Councilman <br />Herrin~ the City Attorney stated that even though public hearings are advertised <br />for a certain date, they may be continued to another day and time. Councilman <br />Markel suggested that the more complex matters should be placed first on the <br />agenda, and that perhaps the hearings could be speeded up. Councilman <br />Yamamoto stated that if people are present for a public hearing, they might object <br />to having to return at a later date. Councilman Villa suggested that there are too <br />many interruptions when people are speaking; that they should be allowed an <br />uninterrupted five minutes to present their views, but no longer than that. The <br />Clerk of the Council stated that the Rules of Procedure place routine matters <br />first on the evening agenda with more complex hearings for later consideration; <br />that perhaps the number of public hearings to be considered could be limited. <br /> <br />CITY COUNCIL -84- February 22, 1972 <br /> <br /> <br />
