BUDGET <br /> <br />The Mayor opened the public hearing <br />on the proposed budget for Santa <br />Aha for the fiscal year 1972-73. <br /> <br />There was no one present who wished to speak on the matter, and the Mayor <br />closed the public hearing. <br /> <br />Councilman Herrin stated he had attended all of the hearings on the budget; <br />that many items had been brought before the Council for discussion; and <br />although he was not in complete accord with each one; that the expression of <br />the majority of the members of the Council was for approval of the budget. <br /> <br />ORDINANCE NS-1122, AN ORDINANCE ADOPTING THE ANNUAL BUDGET <br />FOR THE FISCAL YEAR COMMENCING JULY 1, 1972 AND FIXING THE <br />LIA4ITATIONS OF EXPENDITURES FOR THE SEVERAL FUNDS AND THE <br />FUNCTIONS, DEPARTMENTS AND ACTIVITIES CARRIED UNDER SUCH <br />FUNDS was passed to second reading on motion of Councilman Herrin, <br />seconded by Councilman Patterson, and carried on the following roll call <br />vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Patterson, Villa, Evans, Griset, <br />None <br />None <br /> <br />Yamamoto, Markel <br /> <br />GREAT WESTERN The Mayor opened the public <br />RECLAiVIATION, INC. hearing on a request by Great <br /> Western Reclamation, Inc. <br />for Council's consent to exchange of stock with SCA Services, Inco <br /> <br />In response to a request from Councilman Herrin, the City Attorney stated <br />that the company has the right to assign the stock, but the City is not <br />compelled to keep the contract in force~ <br /> <br />The Acting City Manager stated that staff has been satisfied with the present <br />performance of the owner; that the rates are among the lowest of any city in <br />the county; that information the City has received about the new firm has not <br />been adverse or derogatory; that from an administrative standpoint, they <br />would prefer to do business with the present owners because they are a <br />known quantity, have proved satisfactory~ and the working relationship has <br />been good. He further stated that discussions had been held concerning the <br />possibility of a contract wherein the new owners would guarantee that the <br />employment of the present management would be co-terminus with the City's <br />contract; and that the staff's recommendation would be that Council do <br />nothing that would jeopardize the present good relationship, or that would <br />place the potential control and ownership of this firm in Boston, 3,000 <br />miles away° In response to a question from Councilman Patterson, Mr. <br />Spragg stated that if the new owners would provide the employment contract, <br />staff would be more favorably disposed to accept the transfer; if not, and <br />they go ahead with the transfer~ the staff would recommend that the contract <br />be terminated and rebido <br /> <br />CITY COUNCIL MINUTES -294- <br /> <br />JULY 17, 1972 <br /> <br /> <br />
