A hearing has been held on this appeal under the <br />procedures set forth in Chapter 3 of the Santa Ana Municipal Code. The <br />hearing officer, the Honorable Raul Rosenthal, Judge of the Orange County <br />Superior Court (Retired), has issued a proposed decision denying this <br />appeal. The proposed decision is attached. <br /> <br />Pursuant to section 3-10 of the Santa Ana Municipal Code, the City Council <br />must adopt, reject or modify the hearing officer's proposed decision. If <br />rejected, the Council must either refer the matter back to the hearing <br />officer with directions, or decide the matter itself after a full review <br />of the record. <br /> <br />Æ~ ~JJ~ <br /> <br />l~ patricia E.
