C. The requirements imposed by this zone are intended to supplement those requirements contained in the base <br />zone. (Ord. 3222 § 8 (part), 2015) <br />15.42.020. Overlay zone. <br />The application of this zone shall be signified by the designation of an β€œES” suffix following the base zone <br />designation on the official zoning map. For example, the use of this zone in conjunction with the M-G zone <br />would be designated as β€œM-G-ES.” All uses permitted in the base zone, plus Emergency Shelters for Homeless <br />and Multi-Service Centers for Homeless, shall be permitted in the overlay zone, and all site development <br />standards not identified in this Chapter shall be per the base zone. <br />(Ord. 3222 § 8 (part), 2015) <br />15.42.030. Procedure for review of requests for an Emergency Shelter Overlay zone designation. <br />A request for an Emergency Shelter overlay zone designation may be initiated by: <br />A. An application by a property owner made in accordance with the procedures identified in Chapter 15.72 of <br />this Title. <br />B. Resolution of Intention by the City Council. <br />(Ord. 3222 § 8 (part), 2015) <br />15.42.040. Criteria for an Emergency Shelter Overlay Zone designation. <br />Application of the overlay zone shall be consistent with the objectives of the Zoning Ordinance and General <br />Plan, reasonably compatible with surrounding land uses and promote the general health, safety and welfare. <br />(Ord. 3222 § 8 (part), 2015) <br />15.42.050. General site development standards. <br />A. Emergency Shelter for Homeless or Multiservice Center for Homeless. <br />1. Where permitted, any Emergency Shelter for Homeless or Multiservice Center for Homeless shall comply <br />with the following standards: <br />a. Number of Beds. A maximum of 50 beds or persons may be served nightly, with associated support services <br />not open to the public. Any Emergency Shelter for Homeless or Multiservice Center for Homeless with greater <br />than 50 beds shall be subject to approval of a Conditional Use Permit consistent with Fullerton Municipal Code <br />Section 15.70. The number of beds or persons served nightly in any Emergency Shelter for Homeless or <br />Multiservice Center for Homeless shall not exceed 150. <br />b. Parking. Off-street parking shall be provided on the basis of one (1) space per five (5) beds. A covered and <br />secured area shall also be provided for bicycle parking, commensurate with the demonstrated need, but no less <br />than a minimum of eight (8) bicycle parking spaces. <br />c. Waiting and Intake Area. A client waiting and intake area shall be provided and contain a minimum of ten <br />(10) square feet per bed provided at the facility. It may be indoors or outdoors, and may be used for multiple <br />purposes, but in all cases shall be of sufficient size to accommodate all persons waiting to be let in. The client <br />waiting and intake area shall be screened from the public right of way by a solid and opaque screening <br />mechanism such as a wall or fence of at least six (6) feet in height. Clients shall not be allowed to queue or <br />assemble for purposes of intake, registration or entry, outside the facility or waiting and intake area. <br />2 <br /> <br />
