RELIGIOUS INSTITUTION means an establishment the principal purpose of which is religious worship and <br />for which the primary space is a sanctuary. Religious activities and services held in the sanctuary are conducted <br />at scheduled times and in an organized fashion. <br />The establishment may also include accessory facilities in the same or separate building including classrooms, <br />assembly rooms, restrooms, kitchen, library or reading room, emergency shelter, subject to approval of an <br />Application for Emergency Shelter for Homeless (Religious Institution) Permit and a single-family dwelling <br />unit for use by the institution. <br />Facilities for uses that have been defined separately in the Code, such as a day nursery, private school, <br />community/social service or a human service agency, are not considered an inherent part of this establishment. <br />FULLERTON MUNICIPAL CODE <br />Chapter 15.55 <br />PROVISIONS AND CONDITIONS FOR SPECIAL USES <br />15.55.030. Homeless Population and Transitional Housing <br />Enumeration of the homeless population is difficult because of the transient nature of this population and the <br />existence of the “hidden homeless” or persons that move around in temporary housing situations. <br />To estimate the number of homeless in the city an analysis of existing studies and estimates was utilized. <br />The County of Orange Housing and Community Services Department undertakes a biannual “Point-in-Time” <br />survey of the homeless population as part of its application for homeless assistance grant funds to HUD. <br />The most recent Point-in-Time survey (January 2019) estimated that there were approximately 308 unsheltered <br />and 165 sheltered homeless persons in Fullerton at the time of the survey 1. <br />State law requires that jurisdictions quantify the need for emergency shelter and determine whether existing <br />facilities are adequate to serve the need. <br />An emergency shelter is defined as “housing with minimal supportive services for homeless persons that is <br />limited to occupancy of six months or less by a homeless person. <br />No individual or household may be denied emergency shelter because of an inability to pay.” If adequate <br />existing facilities are not available, the law requires jurisdictions to identify areas where new facilities are <br />5 <br /> <br />
