These <br />ini tiati ves are funded through three grant awards from the Department of <br />Justice, Office of Community Oriented Policing Services (COPS). In order <br />to assist in meeting grant and operational goals, consulting services are <br />required. Funding for these services are allowed under the grant <br />guidelines. <br /> <br />Recently the Napa County Sheriff's Department entered into an agreement <br />wi th Ci tCom, Inc. to provide grant consulting services. The award was <br />based upon a competitive bid process and Ci tCom, Inc. was selected from <br />among five other consulting firms. After a review of this competi ti ve <br />process and the capabilities of CitCom, Inc., staff recommends that the <br />City enter into an agreement based on the Napa County Sheriff Department's <br />competitive process. <br /> <br />25C-1 <br />
