CITY ATTORNEY PERSONNEL - Continued ' <br /> <br />Two additional Deputy City Attorney II positions were approved (for a total <br />staff of 13 in the Attorney's office, exclusive of Public Employment Program <br />and law clerk employees~ with the proviso that a freeze be imposed on sub- <br />sequent professional vacancies up to two people, on motion of Councilman <br />Villa, seconded by Councilman Patterson and carried on the following roll <br />call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Villa, Patterson, Qriset, <br />Evans, Herrin, Markel <br />None <br /> <br />Yammoto <br /> <br />SANDPOINTE HOMEOWNERS A letter dated October 24, 1972, <br />ASSOCIATION BOND PROPOSITION from William J. Neying, Presi- <br />ENDORSEMENT dent of the Sandpointe Homeowners <br /> Association, endorsing City Bond <br />Propositions A, B and C on the ballot for the Special Municipal Election, <br />November 7, 1972, was received and filed on the unanimously approved motion <br />of Councilman Evans, seconded by Councilman Villa. <br /> <br />PROPOSED INTERGOVERNMENTAL Councilman Patterson reported <br />COUNCIL OF ORANGE COUNTY that SAMCO, an organization of <br /> Supervisors and Mayors of Orange <br />County, has suggested that the cities of Orange County and Orange County form <br />an Intergovernmental Council for cooperative planning; that a committee of the <br />Orange County League of Cities has proposed a joint powers agreement giving <br />each city one vote and five to the County; and that membership dues would be <br />based upon a proportional average of the city's population and assessed valua- <br />tion to the total population and assessed valuation of the group.. <br /> <br />The Council approved the proposed Intergovernmental Coordinating Council in <br />principle, with the suggestion that a proportional voting system based upon <br />relative population, assessed valuation and related to the cost sharing formula <br />be adopted, on motion of Councilman Evans, seconded by Councilman Yamamoto <br />and carried, with Councilman Markel dissenting. <br /> <br />EXECUTIVE SESSION The Council adjourned to an <br /> Execut'ive Session:at 2:30 P. M. , <br />on the'unanimously approved motion of Councilman Villa, seconded by Council- <br />man Herrin. <br /> <br />ADJOURNMENT At Z:50 P.M., the meeting was <br /> adjourned on the unanimously <br />approved motion of Councilman Evans, seconded by Councilman Yamamoto. <br /> <br />Florence I.
