This period was later extended by City Council on <br />December 1, 2003 and will expire on October 20, 2004. The extension was <br />necessary to allow the Planning Division, Police Department and City <br />Attorney adequate time to evaluate concerns about compatibility of use, <br />operational standards, security, crime, over concentration and property <br />values, and to develop a permanent ordinance to address bail bond uses. <br />Current provisions of the Santa Ana Municipal Code (SAMC) do not address <br />the potential impacts associated with these establishments. <br /> <br />Analysis of the Issues <br /> <br />Bail bond establishments are an integral part of the justice system, <br />providing a long established right of every citizen. They are regulated <br />by the California Department of Insurance, which requires individuals to <br />be licensed to perform bail bond services.
