<br />INTRODUCTION <br /> <br />A. <br /> <br />REASONS FOR THE PREPARATION OF A SUPPLEMENT TO THE REPORT <br />TO THE CITY COUNCIL <br /> <br />As required by Section 33352 of the California Community Redevelopment Law (CRL), <br />the Community Redevelopment Agency of the City of Santa Ana ("Agency") prepared a <br />Report to the City Council of the City of Santa Ana ("Report") for the proposed adoption <br />of the merger amendments ("Amendments" or "Merger") to the existing Redevelopment <br />Plans ("Redevelopment Plans" or "Plans") for the Central City, Inter-City Commuter <br />Station, North Harbor, South Harbor, South Main, and Bristol Corridor Redevelopment <br />Projects ("Project Areas" or "Merged Project Area"). On June 15, 2004, the <br />Redevelopment Commission recommended the Agency adopt the Report to the City <br />Council noting their questions and concerns. The Agency Board adopted the Report to <br />the City Council on July 19, 2004 and authorized transmittal of the Report to the City <br />Council of the City of Santa Ana ("City Council"), and recommends the City Council <br />consent to a joint public hearing of the Agency and Council and set the hearing date. <br />The City Council received the Report on July 19, 2004, and consented to set the hearing <br />date for September 7, 2004. The City Council will consider the information within the <br />Report as part of the adoption of the proposed Amendments. The City Council is <br />scheduled to approve and adopt the proposed Amendments by ordinance on September <br />20, 2004, or at the following meeting on October 5, 2004. <br /> <br />Since the completion and distribution of the Report to the City Council, certain actions or <br />events occurred that supplement the information contained within the Report. At the <br />time the Agency Board received and adopted the Report, the Community Information <br />Meeting on the Merger with property owners, residents and business owners had not <br />taken place yet. A summary of the Community Information Meeting is now included <br />within this Supplement to the Report to the City Council ("Supplement"). Also, the <br />Agency received one telephone inquiry from the Orange County Flood Control District <br />regarding the Merger. A summary of this discussion is included in the Supplement. In <br />addition, for information purposes, the Agency Board/City Council resolutions consenting <br />to holding a joint public hearing are also included in this Supplement as well as the joint <br />public hearing notice and related letters that were sent to property owners, occupants <br />and all affected taxing entities.
