<br />JT Public Hearing -- Adoption of <br />Amendments of the Santa Ana <br />Redevelopment Project Areas <br />September 7, 2004 <br />Page 3 <br /> <br />Station, North Harbor, South Harbor, South Main, and Bristol Corridor. <br />Each of the Project Areas has existing plans addressing the <br />revitalization of the blighted areas through increased economic vitality <br />and increased and improved housing opportunities. Community <br />Redevelopment Law provides for a redevelopment agency to merge the <br />project areas in order to combine the tax increment revenues from all the <br />proj ect areas and allocate the revenue among the entire merged proj ect <br />area that will best facilitate the implementation of the redevelopment <br />plans for each project area. <br /> <br />The proposed plan Amendments (Exhibit 1) are considered technical <br />amendments that will not add territory to the Project Areas, increase the <br />tax increment limit, affect the plan termination date, or change the <br />eminent domain authority. When merging project areas, the Community <br />Redevelopment Law allows an agency to amend existing redevelopment plans <br />wi thout requiring the documentation of significant blight or remaining <br />blight findings within the project areas. <br /> <br />As part of the process to amend the redevelopment plans, the Community <br />Redevelopment Law provides that the City Council and Community <br />Redevelopment Agency hold a joint public meeting to receive testimony on <br />the proposed Amendments. On July 19, 2004, the City Council and <br />Community Redevelopment Agency adopted resolutions receiving and <br />approving the Report to Council (Exhibit 2) and setting the time and <br />place for the j oint public hearing. The time and place of the public <br />hearing has been noticed in accordance with the Law for five consecutive <br />Mondays in the Orange County Register beginning August 2, 2004 (Exhibit <br />3) . <br /> <br />Addi tionally, a community information meeting was held on August 10, <br />2004, to discuss the proposed Amendments. The Supplement to the Report <br />to Council includes a summary of the presentation and public input. The <br />Supplement also includes the summary of consultations with affected <br />taxing agencies and an explanation that the Amendment numbering has been <br />increased by one for each Redevelopment proj ect to reflect the May 17, <br />2004, passage of an Ordinance extending the duration of each project area <br />by one year as permitted in response to the State mandated contribution <br />to the Educational Revenue Augmentation Fund (ERAF) (Exhibit 4). <br />Notification of the joint public hearing and community information <br />meeting was sent to all property owners and occupants within the six <br />Project Areas by First Class mail on July 30, 2004 (Exhibit 5).
