<br />2. <br /> <br />That the Community Redevelopment Agency adopt a resolution approving the Report to <br />the City Council which incorporates the Initial Study/Negative Declaration prepared for <br />the Amendments merging the six Redevelopment Projects; receive the Amendments <br />and consent to a joint public hearing with the City Council with respect to the proposed <br />Amendments to merge the Santa Ana Redevelopment Project Areas; and approve the <br />Initial Study/Negative Declaration prepared in connection therewith. <br /> <br />Commission members had questions and recommendations related to project implementation <br />and the proposed Merger. The following are the issues and recommendations of the <br />Commission and Agency staff and consultant's responses. In some instances further <br />information is provided to clarify or expand upon the issues raised by the Commission. <br /> <br />Commission Issues and Recommendations <br /> <br />1. <br /> <br />Comment: Will the joint public hearing notice be mailed to just property owners in the <br />Project Areas or will all property owners in the City be notified? <br /> <br />Response: As discussed in Section VIII of this Report, the Agency will hold a joint <br />public hearing on the proposed Amendments tentatively scheduled for September 7, <br />2004. In accordance with CRL Sections 33349 and 33452, the Agency will send by first <br />class mail a notice containing the date, time and location of the joint public hearing at <br />least 30 days prior to the joint public hearing to each property owner. Residents and <br />business owners within the Project Areas will also receive the notice (addressed to <br />"occupant"). The CRL only requires that joint public hearing notice be sent to those <br />individuals that are located within the boundaries of the Project Areas. However, the <br />joint public hearing notice will be published in the newspaper of general circulation <br />(Orange County Register or the Orange County Recorder) at least four (4) consecutive <br />weeks prior to the joint public hearing. Therefore, all interested persons will be invited to <br />the joint public hearing. Although not required by the CRL, on July 20, 2004 the Agency <br />will hold a community information meeting to discuss the Merger, which will include an <br />overview of redevelopment activities that have been accomplished and those planned <br />for the Project Areas. Notice of the community information meeting will be included with <br />the notice of the joint public hearing. <br /> <br />2. <br /> <br />Comment: wm the joint public hearing notice be available in other languages? <br /> <br />Response: The joint public hearing notice will be in English.
