<br />IX. <br /> <br />ENVIRONMENTAL COMPLIANCE NEGATIVE DECLARATION <br /> <br />Section 33352 (k) of the CRL requires that the Agency's Report to the City Council contain the <br />report required by Section 21151 of the Public Resources Code (environmental compliance <br />document). However, since the proposed Amendments are technical in nature and only consist <br />of merging the existing Project Areas, it was determined that a Negative Declaration could be <br />prepared to meet the environmental compliance portion of the Amendments adoption process. <br />The Negative Declaration and related Initial Study prepared for the proposed Amendment are <br />included within this Report as Appendix D. <br /> <br />The Negative Declaration identified the following issues as having no impacts as a result of the <br />implementation of the proposed Amendments; therefore, no mitigation measures are necessary: <br /> <br />. <br /> <br />Agricultural Resources <br />Mineral Resources <br />Biological Resources <br />Land Use and Planning <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />The Negative Declaration identified the following issues as having less than significant impact <br />as a result of the implementation of the proposed Amendments; therefore, no mitigation <br />measures are necessary: <br /> <br />. Cultural Resources <br />. Aesthetics <br />. Noise <br />. Public Services and Facilities <br />. Utilities and Service Systems <br />. Geology and Soils <br />. Hazards and Hazardous <br />Materials <br />. Recreation <br />. Air Quality <br />. Hydrology and Water Quality <br />. Population and Housing <br />. Transportation I Traffic <br /> <br />On March 16, 2004, the Draft Negative Declaration was circulated to the responsible entities for <br />a 20-day review period beginning on March 18, 2004, and ending on April 6, 2004. A Notice of <br />Intent (NO I) to adopt a Negative Declaration was published in the Orange County Register on <br />March 18,2004 (see Appendix D). The Agency did not receive any comments on the Draft <br />Negative Declaration.
