Creation of new employment opportunities. <br /> <br />3. Encouragement of uniform and consistent land-use patterns. <br /> <br />4. Encouragement of private commercial/industrial rehabilitation, <br />development, and capital investment. <br /> <br />5. Implementation of the General Plan. <br /> <br />6. Encouragement of highest and best use of available land consistent with <br />the General Plan. <br /> <br />7. Improvement of traffic circulation to and from proposed new Amtrak <br />station. <br /> <br />8. Removal of obsolete and substandard structures. <br /> <br />9. Improvement of land-use potential. <br />10. Assemblage of sites for new commercial/industrial development. <br /> <br />11. Rehabilitation of un-reinforced masonry structures to meet Seismic Code <br />requirements. <br /> <br />12. Provision or replacement of public streets, alleys, parks, sidewalks, sewers, <br />storm drains, traffic signals, lighting systems, and other facilities and <br />improvements as necessary. <br /> <br />Tnt~r-Ci~ 5f:r;: t~y PI~n <br /> <br />The emphasis of these goals is to focus on retaining and strengthening these <br />assets by mitigating adverse constraints, and by utilizing existing and creating <br />new opportunities to improve the area.
