STREET LIGHTING ON A report from the Director of <br />EAST FOURTH STREET Public Works dated November 15, <br /> 1972 regarding poor street lighting <br />on East Fourth Street between Spurgeon and French Streets and at the inter- <br />section of Lacy Street, was received and filed on the unani~nously carried <br />motion of Councilman Herrin seconded by Councilman Market <br /> <br />The Director reported that plans for new street lighting will probably be <br />presented to Council on December 4; and that immediate stops were being <br />taken to up-grade at the northwest and southeast corners of Fourth and <br />Lacy Streets. <br /> <br />CLASSIFICATION Council considered the report of <br />SPECIFICATION REVISION the Director of Personnel dated <br /> November 1, 1972, recommending <br />certain changes in the classification specification for the position of Parking <br />Control Officer, The proposed revised classification specification was approved <br />on motion of Councilman Herrin, seconded by Councilman Yamamoto, and <br />carried with Councilman Evans voting NO.. <br /> <br />GENERAL MUNICIPAL ELECTION Council considered the report of <br />APRIL 3, 1972 the Clerk of the Council dated <br /> November 16, 1972, setting forth <br />advantages and disadvantages of a punch card ballot versus ~ paper ballot for <br />use in the General Municipal Election on April 3, 1973, and requesting <br />Council to determine the method of election as required by Charter Section <br />1200 and to accept the quotation from Martin and Chapman for election ser- <br />vices for the selected method and to authorize their employl~ent on that <br />basis. On motion of Councilman Patterson, seconded by Councilman I-terrin, <br />and unanimously carried, Council determined the method of election as <br />required by Charter Section 1200 to be by use of a punch card ballot, and <br />the quotation from Martin and Chapman in the amount of $8,814. 75 to provide <br />election services using the punch card ballot was accepted and their employ- <br />ment authorized on that basis. <br /> <br />RECESS <br /> <br />present. <br /> <br />At 8:40 P.M., a recess was <br />declared. The meeting reconvened <br />at 8:53 with the same Councilmen <br /> <br />PUBLIC HEARING <br />CERTIFICATES OF <br />CONVENIENCE AND NECESSITY <br />TO OPERATE TAXICABS <br /> <br /> The Mayor announced that the <br /> public hearing on the applications <br /> for Certificates of Convenience and <br /> Necessity filed by Gordon P. <br /> Wiggins dba Blue-White Cab Company <br />and Harvey S. Cole dba Quick Cab Company, had been continued from Novem- <br />ber 6 meeting and briefly summarized what had taken place at that meeting. <br />The Mayor reminded all those present that Council did not wish to hear <br />testimony which was repetitive. <br /> <br />Councilman Villa's motion to find that there existed a need for additional <br />taxicabs in the City of Santa Ana was seconded by Councilman Herrin. <br /> <br />The City Attorney stated that Council sho~dd first hear the remainder of the <br />evidence regarding convenience and. necessity from the applicants and that <br />those persons opposed to additional taxicabs be given an cpportunit¥ to be <br />heard before any finding is made. <br /> <br />CITY COUNCIL MINUTES <br /> <br />434 <br /> <br />NOVEMBER 20, 1972 <br /> <br /> <br />
