<br />. <br /> <br />LAND USE BLEMBNT <br /> <br />This section serves as the Appendix to the Land Use Element. It also BACKGROUND <br />discu&88S reIøted plans, describes tand use standards in greater detail. and <br />provides an owMew of existing conditions. The Appendix also provides a <br />context for planning. and an owwview of those trends affecting the City. <br /> <br />The previous land Use Element was adopted by the City in 1984, more than <br />13 years ago. Major demographic changes have occurred during this time <br />including a shift in the City's ethnic diversity. a lower median age. and a <br />growth in the average number of persons per househofd. Other changes in <br />thJl time period have included a growth in the number ofneighborbood <br />associations in the City. These neighborhoOd associations have had an <br />active rae in shaping land use and development in the City. <br /> <br />. <br /> <br />Since 1984. the City's population has increøed from 203.793 to 347,237 <br />persons according to the State Department of Anance 2003 estimate. Since <br />1980. the ...,mbet of persons living in the City grew by more than 73 perÅ“nt. <br />During this period of substantial population growth. the number of housing <br />units remained relatively stable. Other notable demographic changes <br />have occurred 8S welt. The City's population Is getting otder. The median <br />age of the population in 1980 was 26.2 years.
