MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />December 4, 1972 <br /> <br />The meeting was called to order at 2:05 P.M. in the Council Chambers of the <br />City Hall Annex, 530 North Ross Street, with the following Councilmen <br />present: Vernon S. Evans, Wade Herrin, J. Ogden Markel, Jerry M. <br />Patterson, Harry K. Yamamoto, and Mayor Lorln Grlset. Councilman Villa <br />arrived at 2:30 P.M. Also p,resent were Assistant to the City Manager <br />G. David Tayc0, City Attorney James A. withers, Acting Director of Planning <br />Charles C. Zim~nerman] Director of Public Works Ronald Wolford, and <br />Clerk of the Council Florence I. Malone. <br /> <br />DOWNTOWN REDEVELOPMENT The Mayor announced that Mr. <br /> Bill Croddy, President of <br /> Croddy Corporation, Z01 South <br />Broadway, was in the audience to make a presentation to Council concerning <br />downtown redevelopment. Mr. Croddy presented Council with a letter from <br />him dated December 1, 1972, which stated that there is strong concern for <br />the improvement of the downtown area among many private businessmen and <br />property owners who want to participate and contribute with their talents to <br />that prospect and requested that Council take immediate action to implement <br />the California Community Redevelopment Law and to have a special development <br />study conducted as soon as possible for the potential of improving the entire <br />central area. <br /> <br />The following ordinance and resolutions were considered by Council for <br />adoption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF SANTA ANA DECLARING THE <br />NEED FOR A REDEVELOPMENT AGENCY TO FUNCTION IN THE CITY OF <br />SANTA ANA; <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA DESIGNATING A <br />REDEVELOPMENT SURVEY AREA FOR STUDY PURPOSES; and <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA DECLARING <br />ITSELF TO BE THE REDEVELOPMENT AGENCY. <br /> <br />The City Attorney stated that the State of California had created agencies <br />for each locality; that statute requires an ordinance be adopted which creates <br />the agency, but does not implement project; that the agency, through a <br />number of public hearings, and through the Plauning Commission and the <br />City Council, agrees on a program; that at that time the existing distribution <br />of assessments within the project area are frozen but the assessments can <br />increase and taxes from the increase go to the redevelopment agency. <br />He further stated that he estimated it would take at least two or three months <br />to accomplish all of the necessary steps; and that it would be wise to proceed <br />ixrn-nediately because of pending developments including the Federal Building <br />and other high-rise buildings near the Civic Center. <br /> <br />CITY COUNCIL MINUTES 439 DECEMBER 4, 1972 <br /> <br /> <br />
