<br />PUBLIC HEARINGS <br /> <br />8 <br /> <br />provisions of the Midtown Specific Plan, and to approve a development <br />agreement for the One Broadway Plaza office tower at 1109 North <br />Broadway. <br /> <br />Recommended action approved by the Planning Commission at its regular <br />meeting of June 14,2004 by a vote of 6-1 (Sinclair opposed) <br /> <br />Legal Notice published in the Orange County Register on June 25, 2004 <br />and notices mailed. <br /> <br />Continued from the July 6, 2004 City Council meeting by a vote of 4-0 <br />(Pulido, Franklin, Alvarez absent) <br /> <br />8 <br /> <br />Mayor Pulido declared a potential conflict of interest on Item 75F <br />because a former business partner is a tenant in the proposed <br />project site; he further noted that in January, 2004, he became a <br />member of the board of directors of a bank which has loans on this <br />project. Mayor Pro Tern Franklin stated that he would not participate <br />in the discussion or vote on this item to avoid the appearance of a <br />conflict since he had received contributions from the applicant <br />during his recent election campaign. Mayor Pulido and Mayor Pro <br />Tern Franklin left the meeting at 6:43 P.M. Council member Bist <br />assumed the Chair. <br /> <br />Staff presentation by Stephen Harding, Executive Director, Planning and <br />Building Agency. Mr. Harding noted that there were amendments to the <br />ordinances and resolutions to reflect that each ordinance and resolution <br />will not become effective unless the other ordinances and resolutions <br />become effective.
