MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />December 7, 1972 <br /> <br />The meeting was called to order at 4:05 P.M. in the Council Chambers <br />of the City Hall Annex, 530 North Ross Street, with the following <br />Councilmen present: Vernon S. Evans, Wade Herrin, J. Ogden Markel, <br />Jerry M. Patterson, Harry K. Yamamoto, and Mayor Lorin Griset. <br />Councilman Villa arrived at 4:55 P.M. Also present were Assistant <br />to the City Manager G. David Tayco, Deputy City Attorney James <br />Conkey, and Clerk of the Council Florence I. Malone. <br /> <br />CITY ATTORNEY The Clerk reported that the <br />EXCUSED ABSENCE City Attorney was ill and <br /> unable to attend the meeting. <br />The absence was excused on the unanimously carried motion of <br />Councilman Patterson, seconded by Councilman Yamamoto. <br /> <br />RESOLUTION 72-123 RESOLUTION OF THE CITY <br />WARD BOUNDARY COUNCIL OF THE CITY OF SANTA <br />REALIGNMENT ANA DECLARING INTENTION OF <br /> THE CITY COUNCIL TO CHANGE <br />BOUNDARY LINES OF WARDS AS REQUIRED BY THE CHARTER OF THE CITY <br />OF SANTA ANA AND FIXING THE TIME AND PLACE OF PUBLIC HEARING <br />THEREON was unanimously adopted by title only on motion of Council- <br />man Herrin, seconded by Councilman Patterson, full reading having <br />been unanimously waived, on motion of Councilman Herrin, seconded <br />by Councilman Patterson; and provided that 7:30 P.M. on the 18th <br />day of December, 1972, in the Council Chambers, City Hall Annex, <br />530 North Ross Street, Santa Ana, California, as the time and place <br />when and where any person having any interest in, objection to, <br />or suggestion regarding the making of changes in Ward boundary <br />lines may appear before the City Council and be heard. <br /> <br />PUBLIC HEARINGS <br />CERTIFICATES OF PUBLIC <br />CONVENIENCE AND NECESSITY <br />BLUE-WHITE CAB CO. AND <br />QUICK CAB CO. <br /> <br />The public hearings to consider <br />the applications of Gordon P. <br />Wiggins dba "Blue-White Cab <br />Company" and Harvey S. Cole <br />dba "Quick Cab Company" to <br />operate 33 and 20 taxicabs, <br />respectively, in the City, was continued from prior Council meetings <br />of December 4, November 20, and November 6, 1972. <br /> <br />Prior to the presentation of any evidence, Charles Schlegel, <br />Attorney, representing the applicant, Gordon P. Wiggins, referred <br />to the absence of Councilman Villa, and stated that at the Decem- <br />ber 4 meeting a legitimate stipulation had been entered into to the <br />effect that the hearings would not proceed without all Councilmen <br />present. After some discussion, Council agreed by unanimous informal <br />consent that they would not hear evidence without all Councilmen <br />present and that the meeting would recess until 4:30 P.M. to await <br />Councilman Villa, and that if all Councilmen were not present at <br />that time, the hearings would be continued. <br /> <br />The meeting reconvened at 4:30 P.M. with all Councilmen present <br />except Councilman Villa. <br /> <br />CITY COUNCIL MINUTES <br /> <br />456 <br /> <br />DECEMBER 7, 1972 <br /> <br /> <br />
