Santa Ana's strategy to implement its community vision made a significant impact <br />during the report period. Utilization of public funds to expand and preserve the <br />City's affordable housing stock resulted in assistance for 111 housing units. 13 <br />Section 8 rental assistance resources assisted 2,558 households. Expanding home <br />ownership opportunities helped stabilize neighborhoods — eight households were <br />assisted during the 2003 -2004 report period. These and other programs addressed <br />the housing priority needs identified in the City's 2000 - 2004 Consolidated Plan. <br />The City's Continuum of Care system continued to address the housing and service <br />needs of the City's and the region's homeless families and individuals. Components <br />of the City's system of care carried out during the report period included supportive <br />services, homelessness prevention services, emergency shelter, transitional <br />housing, and access to permanent housing. The needs of homeless with special <br />needs (e.g., victims of domestic violence, persons living with HIV /AIDS, and the <br />disabled) were also met by Santa Ana's Continuum of Care system. These program <br />efforts helped address priority needs identified in the City's Consolidated Plan. <br />Various programs, including the Work Force Investment Act resources, addressed <br />the community's employment training and job placement needs. The State <br />designated Enterprise Zone, and Redevelopment funded business attraction and <br />retention programs provided economic opportunities to City residents. During the <br />report period, the City also continued implementation of its HUD - approved <br />Empowerment Zone (EZ) strategy. EZ resources were also utilized to address <br />community priority needs identified in the City's 2000 - 2004 Consolidated Plan. <br />In order to meet the changing needs of the community, the City supported public <br />services and public facility improvement projects. Public services for lower income <br />youth and seniors help stabilize households by providing services such as <br />medical /dental care, family counseling, recreation, and nutrition programs. Street <br />and park projects initiated during the report period will also have a positive impact <br />on the human environment of Santa Ana neighborhoods. <br />b. What indicators would best describe the results? <br />Comparing actual versus planned accomplishments is perhaps the best means <br />currently available to measure results of program efforts. Overall, the City exceeded <br />housing and homeless goals during the 2003 -2004 report period, but fell short in the <br />areas of public services. In the area of public facilities, three park and three street <br />projects were initiated during the report period. Projects should be completed in the <br />2004 -2005 report period. Table 2 provides a summary of planned versus actual <br />accomplishments for fiscal year 2003 -2004. <br />The 2000 Census has also provided information to ascertain if HUD - funded program <br />efforts have benefited low- and moderate - income residents by Census Tracts and /or <br />13 37 single - family owner occupied and 74 multi - family housing rehabilitation projects were completed <br />during the report period. <br />27 9/9/04 <br />19E -30 <br />
